Weng Jieming attends international PPP symposium in HK

Weng Jieming, Vice Chairman of the State-owned Assets Supervision and Administration Commission of the State Council (SASAC), attended and addressed the Opening Ceremony of Public-Private Partnerships (PPP) Conference in Hong Kong, on Jan 16.

The event was hosted by the Hong Kong Special Administrative Region(HKSAR) Department of Justice, the United Nations Commission on International Trade Law, and the Asian Institute of International Law. Carrie Lam Cheng Yuet-ngor, Chief Executive of the HKSAR, attended the event. 

Weng said that SASAC attaches great importance to supporting and promoting central state-owned enterprises (SOEs) to participate in the Belt and Road Initiative in accordance with the market-oriented principle, guiding their operations, and enhancing their management according to law. 

Central SOEs have always taken the rule of law as the basis, and given full play to the advantages of technology, capital and human resource, Weng noted, saying that they have achieved fruitful results in developing more partners, and expanded the fields and methods of collaboration.

Weng said that SASAC is willing to strengthen cooperation with all parties regarding the rule of law, jointly improve rules governing international trade and investment, maintain a rule-based multilateral trading system, promote the construction of a fair, reasonable and transparent system of international trade, economic and investment rules, and jointly create a "rule by law" business environment for the Belt and Road so as to better protect the legitimate rights and interests of enterprises from all countries and various investors. 

It will also boost the healthy development of the PPP model and encourage and support central SOEs to strengthen cooperation with all parties in accordance with the laws and regulations,  Weng stated.

Weng hoped to take full advantage of Hong Kong as a two-way service platform of "bringing in" and "going out", deepen exchanges and cooperation on rule of law, and help Hong Kong become a center for international dispute resolution service for the Belt and Road.

Before the ceremony, Lam held a meeting with Weng, hailing the role of central SOEs in Hong Kong's economic and social development. 

Weng said that SASAC and central SOEs would take Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the guiding principle, implement the central government’s strategic deployment on supporting Hong Kong's new development, and join hands with the HKSAR government to deliberate on cooperation and seek development. They would contribute to  Hong Kong's integration into the national development plan, and facilitate central SOEs to become world-class enterprises with the help of Hong Kong's advantages.

During Weng's visit in Hong Kong, he had meetings with the HKSAR  Department of Justice and the Hong Kong International Arbitration Center, and visited headquarters of  central SOEs including China Resources Group, China Merchants Group and China National Travel Service Group.
